In the world, there is a category of people, that triples the entire Taiwanese population, that is without a common nationality, race, or language. The only thing they have in common is that they have been forced to leave their hometowns. With 40% of them being under 18.
Refugee Week is the world’s largest arts and culture festival, celebrating the contributions, resilience, and creativity of refugees and people seeking sanctuary. Refugee Week Taiwan joined this worldwide celebration in 2021 with the aim of raising awareness of global displacement in Taiwan.
The theme for this year’s activities is “Compassion: The Moments in Our Lives”. Compassion is not sympathy but the ability to embrace differences and recognise challenges facing other members of society.
Connection is important for nurturing compassion. The more we see, hear, and interact with asylum seekers, the less we ignore, stereotype, and distance ourselves from them. Therefore, in 2023, we selected three films featuring the experiences of people seeking asylum in a foreign land — the fearful, hopeful, and potentially life-changing moments.

難民週是一個重要的時刻,讓來自四面八方的難民與尋求庇護者分享其故事、韌性與創造力。台灣難民週團隊於2021年正式加入這場國際倡議,致力推動台灣對全球流離失所議題的認識。而2023年的活動主題是「同理心:我們生命中的時刻 Compassion: The Moments in Our Lives」。
同理心 (Compassion) 並非是同情,而是接受差異和承認社會其他成員面臨的挑戰的能力。對我們來說,「連結」對於培養同情心很重要。 我們看到、聽到,當和與尋求庇護者互動的次數越多,對他們的忽視、刻板印象和疏遠就越少。因此,2023年台灣難民週選擇了三部講述人們在異國他鄉尋求庇護的經歷的影片——藉由影片與分享帶出那些曾經恐懼、充滿希望和可能改變生活的時刻。

Prologue: What is compassion? How to be compassionate?
The theme of Taiwan Refugee Week 2023 is “Compassion”, which is not sympathy but the ability to accept differences and recognize the challenges faced by other members of society. For us, “connection” is essential for developing compassion. The more we see, hear, meet, interact with, and understand people who are forcibly displaced, the less they are ignored, stereotyped, and alienated.
Therefore, in the prelude to this year’s Taiwan Refugee Week, the two hosts, Hsiao-Chi Chu and Chunyuan Hu will share their field experiences and have a discussion about what compassion is and how to be compassionate.
如此次2023年台灣難民週的主題——「Compassion」,同理心 (Compassion) 並非是同情,而是接受差異和承認社會其他成員面臨的挑戰的能力。對我們來說,「連結」對於培養同情心很重要。 我們看到、聽到,當和與尋求庇護者互動的次數越多,對他們的忽視、刻板印象和疏遠就越少。因此,今年度台灣難民週前導場次,兩位主持人朱筱琪與胡鈞媛將分享自己於難民議題上的觀察,以及過往的經驗分享,將一同與參與者一起討論何謂同理?如何同理?

柬埔寨的藝術之光:一個誕生於難民營的故事
Brightness of the Arts: A story born on the Refugee camp
June 20 is World Refugee Day, established by UNHCR in 1951. It hopes the international community will pay attention to refugee issues throughout the day. Decades have passed since the Khmer Rouge, but the traumatic memories of that time remain in the land of Cambodia and are inscribed in people’s hearts. For the refugees then, their hometown was so close and far away that they seemed within reach; however, they couldn’t touch them. So even if the war ended and they returned home, everything was changed.
On June 20 this year, 2023 Refugee Week Taiwan invites the two founders of Phare Ponleu Selpak Association (PPSA), Cambodia – TOR Vutha and KHOUN Det, to share their refugee life experience during that time, how they started from the Site 2 refugee camp to establish PPSA, and how art can be the approach to heal traumatic issues.
The first session of the event will start with the documentary Shadow and light | Phare (Patrimoine humain et artistique des réfugiés et de leurs enfants) (https://associationphare.wordpress.com/) directed by French art therapist Veronique Decrop. The film tells the story of the Site 2 refugee camp (the largest refugee camp on the Thai-Cambodian border after the fall of the Khmer Rouge in the 1980s), where Veronique Decrop was there to help refugees overcome traumatic experiences through painting and art lessons. The second session is shared and QA by the two founders of PPSA – TOR Vutha and KHOUN Det.
6月20為世界難民日,在1951年由聯合國難民署(UNHCR)發起,希望藉由確立特定節日,引起國際社會對難民問題的重視。紅色高棉已過數十年載,然而當時的創傷記憶仍留在柬埔寨這塊土地、刻畫在人們的心中。對於當時於泰柬邊境的難民來說,家鄉如此的近,也如此的遠,看似伸手可及,卻觸摸不到,即便戰爭結束返回家鄉也事是全非。該場次邀請到柬埔寨馬德望 Phare Ponleu Selpak Association (PPSA) 的兩位創辦人——TOR Vutha與 KHOUN Det 分享他們的生命經驗,如何從Site 2難民營到創辦 PPSA 的歷程,而藝術又如何成為治療創傷的途徑。
該場次第一部分將先播放由法國藝術治療師 Veronique Decrop 所執導的紀錄片 Shadow and light | Phare (Patrimoine humain et artistique des réfugiés et de leurs enfants) (https://associationphare.wordpress.com/),該部片講述泰國柬埔寨難民營Site 2 (1980 年代紅色高棉垮台後泰柬邊境最大的難民營)的故事,當時Veronique Decrop 於難民營內她通過繪畫和水彩課程幫助難民克服創傷經歷。第二部分則由PPSA 的兩位創辦人——TOR Vutha與 KHOUN Det 進行分享與QA。

共感與同理:難民紀實 Compassionate Filmmaking During Displacement
On June 22 (Thur.), we are pleased to have Taiwanese director Hsuan Yu Pan, producer Nancy Wolfe, and featured artist Ludmila Christeseva join the screening of the two films My Mother’s Table and The Other Side of the Sea. They will share their filmmaking process and stories. The protagonists in these two films are from Syria and Ukraine, and the films describe their nostalgia for their hometowns and how they advocate anti-war and peace for their motherland. We would love to invite the public to join the discussion about compassion and empathy based on the content of the documentary films, how the filmmaker tells the story of refugees through the lens, and how refugees tell theirs.
該場次邀請兩部片《我母親的餐桌》(My Mother’s Table) 及《海的另一端》(The Other Side of the Sea) 的台灣導演潘宣羽(Hsuan Yu Pan )、製作人Nancy Wolfe,以及藝術家 Ludmila Christeseva 。片中主角他們來自敘利亞與烏克蘭,讓我們從紀實影片的內容討論共感與同理,製作團隊如何透過鏡頭述說對於難民故事,與這幾位難民主角的生命故事。

難民路徑|Refugee Path
Refugee Path is established in 2021 by Development Practitioners Hsiao-Chi Chu and Chunyuan Hu. Combining Hsiao-Chi and Chun-Yuan’s research experience in forced migration and refugees and field experience in the Middle East, Asia, Africa, and Europe, Refugee Path aims to build a knowledge-based platform in Taiwan with workshop participants and contributors from different fields. In 2022, Hsiao-Chi Chu and Chunyuan Hu decide to organise Refugee Week Taiwan. Make here become a safe platform to discuss the refugee issues in Taiwan and look for the path to make a change for refugees.
